In May 2014, the international community was horrified when municipal officers in Beijing beat a small dog to death in front of his horrified owner. His owner's offense? Failing to produce the proper registration papers for the rescued stray.

The officers, known as chengguan, regularly make headlines for their unnecessary use of violent force. According to a Time magazine report, beatings by chengguan officers have become so commonplace that in Chinese, “chengguan has literally become synonymous with violence.”

In 2012, Human Rights Watch published an 75-page report on the chengguan's history of abuse, in which victims described being slapped, shoved, pushed to the ground, forcibly held, dragged, punched, kicked, and thrown from vehicles to the street. Resultant injuries ranged from bruises, cuts, and bloody noses to broken bones.

Tell the Beijing government that inhumane incidents like these don't go unnoticed!

Dear Secretary Guo Jinlong,

The international community is shocked and appalled by the chengguan's recent brutal beating and murder of a pet dog in Beijing. Violent abuse and killing of companion animals is an unacceptable pest management strategy, no matter the owner's infringement, and we will not turn a blind eye to it.

This story is one of many in recent years that highlight the chengguan's brutality. The extensive list of abuses cited in Human Rights Watch's 2012 report on the chengguan makes it impossible to deny that they are nothing more than violent bullies. Their inhumane actions should not be tolerated in a civilized society.

Please see that the chengguan officers who murdered this dog receive justice, and that a new protocol is set for Beijing's animal control officers—one that does not rely on brutality and terror, but on humane and effective management practices.
